This policy shift follows recent actions by Iranian authorities on immigrants. 

Tehran's immigration department head, Ehsan Heydari, announced a crackdown on undocumented immigrants. This includes denying them social services and potentially prosecuting employers who hire them.

News reports in March mentioned police operations targeting "unauthorized citizens" in tourist areas, with the implication that these were primarily Afghans.
